Gov. Branstad denies four applications for commutation

October 7, 2011

Gov. Terry E. Branstad denied the following applications for commutation today:

Tracey Ann Dyess, age 24, committed her crimes on March 31, 2005 in Cass County.  She is currently serving a sentence for first-degree arson, two counts of attempted murder and two counts of Voluntary Manslaughter.

David John Foell, age 43, committed his crime on December 9, 1991 in Franklin County.  He is currently serving a life sentence for first-degree murder.

Yvette Marie Louisell, age 41, committed her crimes on December 6, 1987 in Story County.  She is currently serving a life sentence for first-degree murder and three counts of forgery. 

LeAnn Faye Werts, age 41, committed her crime on November 16, 2000 in Polk County.  She is currently serving a seventy-five year sentence with a seventy percent mandatory for Multiple Acts of Child Endangerment and Attempted Murder.
